
Paulo Bernardo Silva was born in Sao Paulo, Brazil, on March 10, 1952. He began his professional career as an employee at Bank of Brazil (Banco do Brasil). In 1991 he was elected to Congress as a representative of the state of Paraná, through the Worker’s Party (Partido dos Trabalhadores – PT). He was reelected in 1994, in which he was chosen vice-leader of the party in the House of Representatives and chairman of the House Committee on Finance.
He served as Director of Mato Grosso do Sul Departament of Finance from 1999 to the end of 2000. He also served as Director of Londrina Departament of Finance from January 2001 to March 2002.
In 2002 he was elected to his third term and was appointed to key positions in Congress. He was, again, chosen vice-leader of the party and president of the Economic Joint Committee. In March 2005 He took a leave of absence from the House of Representatives to serve as Minister of Planning, Budget and Management. On January 1st, 2011, he was appointed Minister of Communications by the president Dilma Rousseff.
